Since January 23, 2004, Brock Environmental Services; a company specializing in the development of Storm Water Pollution Prevention Plans “SWPPP”, Erosion Control Plans, TCEQ Mandatory Project Inspections and Inspector Training Classes has become a leader in the Storm Water Management and Development Industry.

From the beginning, our vision has been and continues to be, helping solve a growing problem in the construction industry, by assisting our Owners and Contractors in keeping their projects 100% Compliant.  

The EPA has aimed its considerable resources at the construction industry through the Clean Water Act's National Pollution Discharge Elimination System (NPDES) storm water construction general permitting program.

Compliance enforcement in Texas is now driven down to the local level through the Texas Commission on Environmental Quality (TCEQ) to local county and major municipalities through the MS4 permitting system. Beginning in early 2006, even small municipalities in urbanized areas will be charged with enforcing these regulations.

Given the changing nuances of enforcement, the growing tangle of overlapping enforcement agencies and the stiff consequences for non-compliance, our SWPPP services business exists to serve construction activity Owners Operators and Contractor Operators by implementing a set of compliance services that cover all facets of SWPPP compliance:

• regulatory documentation and planning / development of erosion and sediment control plans
• implementation of innovative Best Management Practices
• monitoring and oversight

By allowing us to handle the entire SWPPP compliance logistics, Brock Environmental Services will be there from the beginning of each project until the construction is completed, the site is 70% stabilized and erosion controls have been removed.

Our Services consists of the following components:

When you notify us of a new project, we'll review the Civil Drawings for the project and then we will:

• Provide unit pricing for preparing the SWPPP (including copies for Owner, Jobsite Copy and Contractor) Project sign and 7 day inspections. We will also provide unit prices for the erosion controls: install maintenance and removal. 
• We'll visit the site and review the SWPPP Site Plan against the realities we find there.
• If the Owner has provided an SWPPP Narrative Plan, we'll review it searching for cost savings and/or gaping holes. We'll insure that the SWPPP and recordkeeping system that reaches the site is properly site-specific and complete, and that it contains no 'spec book'   SWPPP traps.
• If the SWPPP Narrative Plan needs to be developed, we'll create a site-specific plan that's complete, cost-effective and fully documented.
• We'll gather the necessary information and fill out the Notice of Intent (NOI), or Site Notice - as required by site specifics, preparing it for your signature---and mail via certified mail to the TCEQ.
• We'll notify the MS4 serving your site, as required by TCEQ regulations.
• We'll provide and install SWPPP purpose-specific signage and regulatory postings that help make your site a model of compliance, prior to start of construction
• Our trained installation crews will implement the plan, installing controls required prior to start of construction, and the phase-determined controls, as they are required.
• Our qualified site inspector will make weekly inspections, getting to know your site personnel and building a working relationship that insures successful compliance.
• He'll file the inspection reports in the SWPPP, letting the Superintendent know what was found and what, needs to be done to maintain compliance (a copy can go to your project management team, if desired).
• We'll modify the SWPPP as the project progresses and modifications are needed to reflect site changes.
• We'll be there to offer training and advice when required, and on call to help with the compliance officer when you're visited.

Focus
Our focus on the storm water compliance component of your project frees your Project Management and Supervisory personnel to focus on generating revenue rather than being distracted, sidetracked and ultimately (and often unconsciously) running up overhead dealing with the minutiae of compliance.

Project Superintendents are burdened with new regulatory compliance requirements seemingly with the start every new project. Dealing with them on a day-to-day basis is time consuming and it lowers productivity. By outsourcing this activity to specialists your Superintendent can stay focused on your number one priority.
